The registration of motor vehicles is mandatory to ply on the public places. After registration, the registration number is issued by the Regional Transport Officer to the concerned vehicle which is used as identification of the vehicle. The registration number establishes the relationship of the concerned vehicle with vehicle owner. Finding the earlier system of affixation of registration plate on vehicle as inadequate and with the high objective of public safety and curbing the menace of vehicle theft, the new scheme of High Security Registration Plates (HSRPs) was introduced in India. The new system of High Security Registration Plates, having the advantages of tamper-proof non-removable and non-reusable, till date, could not be uniformly implemented in all States despite the repeated directions of Hon'ble Supreme Court of India. The present paper discusses the relevant laws relating to HSRPs in India in addition to the important judgements, orders delivered by the Indian Judiciary. Further, it deals with the challenges in implementing HSRPs scheme. Installation of High Security Registration Plates is a statutory command which is not only in the interest of the security of State, but also serves a much larger public interest. Therefore, it is not only desirable, but mandatory, for every State to comply with the statutory provisions/orders of this Court. |
