摘要: The global warming has already reached an alarming stage and the scientists have warned that the likely consequences would include killer storms stronger than any in modern times, the disintegration of large parts of the polar ice sheets and a rise of the sea levels sufficient to begin drowning the world's coastal cities before the end of this century. The World Health Organisation (WHO) has consistently red-lined the danger to human health from air pollutants. Findings from the latest systematic study have been published in the Global Burden of Disease (2010). Among other risk factors studied in the GBD, outdoor air pollution ranked fourth in mortality and health burden in East Asia where it contributed to 1.2 million deaths in 2010, and sixth in South Asia where it is said to have contributed to over 7 lakh deaths in 2010. Recent study conducted by Indian Institute of Technology, Mumbai, reveals that air pollution contributed to a total of 80,665 premature deaths of adults over 30 years of age in Mumbai and Delhi in 2015, a two-fold jump from 1995. One of the major cause of air pollution in India is the vehicle population. The vehicle population in India was 141.8 million in 2011, 182.44 million in March 2013 with annual growth rate of 14.39%, and is expected to reach a figure of 372.0 million by the end of 2016. The annual ~ growth rate of vehicles in India is expected to be around 16%. The increasing vehicle population is also increasing India's consumption of crude oil, which is to be imported. The world Bank's ESMAP team carried out a detailed study and published a Guidance Note on the subject "Best Operational and Maintenance Practices for City Bus Fleets to Maximise Fuel Economy". The ESMAP team conducted Interviews with maintenance managers of transit organisations in eight cities in four countries: Brazil, China, India and United States. After the detailed study the ESMAP team developed 5 principles and 16 specific steps to be taken by the management of the bus operators which focuses on maintenance of buses with low KMPL as well as training of low performing drivers on KMPL, to improve their driving habits with employee communication and rewards. In India, some organisations like PCRA are doing excellent work in creating awareness amongst transport personnel on Save Fuel-Save Money, Saksham programmes, free Driver Training etc., but since there are no statutory provisions to make fuel economy mandatory, very few fleet owners are keen in saving fuel. There has to be a focus on this important issue right from the Government to the corporate level of each fleet operator by establishing a separate cell exclusively to monitor the energy/fuel conservation and hence some suggestions are also made for the national policy makers. Though, the Government is making all-out efforts to control air pollution by making CMV Rules, stringent emission and fuel consumption norms, implementing new vehicle technologies, alternative fuels etc. and make it applicable for the vehicles to be newly registered, it is equally important to improve the fuel average of the existing fleet in operation. Hence, the main thrust of this article is to improve the fuel economy of the existing fleet with private operators, SPVs, and STUs by adopting the recommendations of the World Bank ESMAP team.
