In the present study an attempt has been made to develop cost effective measures for recent proposals invited by government of India for rehabilitation & upgradation of old existing single lane low density traffic roads to multi lane standard with hard shoulders under EPC module and produce innovative designs by distinguishing between reconstruction strategy and rehabilitation strategy rather than applying the single strategy where rehabilitation can do. Under the program objective, Indore-Betul National Highway No-59A was selected for analysis purpose due to its non viability under Public Private Partnership (PPP). Three road sections of 69 km road length were selected for analysis purpose, widened earlier from 5 m to 7 m and 3 m to 7 m. Systematic analysis was done on each km for functional and structural characteristics using best engineering practice. It is highly recommended that irrespective of whether it is item rate, EPC or PPP a proper evaluation of rehabilitation and reconstruction option should be under taken, before the final execution of the road project. Under the suggested methodology, all design parameters were adopted as per recommended IRC37-2012 Guidelines, on 100 msa with minimum design CBR of 8% for design period of 15 years. Out of 69 km road a length of 39.740 km was found to have completely failed and full reconstruction was suggested. The road in a length of 27.760 km was found structurally sound but functionally failed and the same was considered as an integral part of rehabilitation design and 1.5 km was existing concrete pavement. Cost estimating was done for all sections separately and cost was compared. The result indicates that 41% length of existing pavement structure was successfully utilized as a part of rehabilitation strategy and results 22.113% saving on overall project cost.The salvage value of existing pavement structure considered for rehabilitation design is coming out to be Rs. 54.024 lacks per km and results over all saving of Rs 1443.52 Lacks for 69 km road length as compared to no saving under reconstruction. The overall analysis indicates that, a carefully conducted analysis and rehabilitation strategy as suggested in this case study provides maximum cost effectiveness and helps to save national assets. |
