Estimation of traffic related benefits for road projects are generally a streamlined exercise. Extensive traffic surveys aptly complement determination of these traffic related benefits (in terms of likely vehicle operating cost savings and travel time savings). However, the non-traffic benefits that road improvement projects stimulate are often the challenges. Accident benefits constitute one such aspect, at least an estimation of which, that which are not completely contingent on traffic volumes. Quite often accident benefits likely to be accrued from road projects are worked out as other exogenous benefits (those that are added separately to the benefit stream) for performing an economic analysis. This paper delves onto the practiced approach to an assessment of accident benefits, with a specific reference to data applicable to East Africa and Uganda in particular. |
