摘要: Little research to date has investigated the comprehensive cost of rail incidents beyond an evaluation of highway-rail grade crossing crashes. North Carolina Department of Transportation (NCDOT) Rail Division is in need of an accurate measure of rail incident costs that reflects the broad spectrum of events that occur on the railway, including highway-rail grade crossing crashes, rail trespassing crashes, and non-crash delay incidents. Research is needed to develop a methodology for estimating and forecasting the comprehensive cost of these rail incidents to help illuminate the social and economic impacts to North Carolina and to provide support for countermeasures and expanded safety training. This project will establish a methodology and produce a tool for estimating the direct, indirect and intangible costs associated with rail incidents, as well as secondary costs associated with supply chain and business disruption. To the greatest extent possible, the research team will use North Carolina specific data to develop the methodology and tool. When NC-specific information is unavailable, the research team will use nationally recognized datasets and monetization factors. The research team is comprised of technical experts who are ideally suited to evaluate the comprehensive costs of rail incidents in North Carolina. Members of this research team have completed a similar analysis, but of limited scope (evaluated 43 trespassing events; preliminary findings estimated events to be an average of $7,500 per incident).
