One state DOT recently surveyed transit agencies in the state to determine the frequency agencies are conducting service assessments. Twenty percent of the agencies in the state had not done a service assessment for their fixed route services within the last three years and 32% had not done an assessment of their demand response services in the last three years. When state transit officials engaged rural providers regarding their lack of routine service assessments, many rural transit managers stated they saw little opportunity for them to adjust their services and as such little value in conducting an assessment.
This objective of this research is to investigate effective local and stateside approaches to rural service assessment: (1) document, assess and determine lessons to be learned from the current state of the practice at the local and state levels and (2) develop recommendations for State DOTs and individual rural transit agencies. |
