This report, which has been drawn up on the basis of an initial questionnaire distributed to the PIARC C4, aims primarily to provide answers, illustrated by a number of annexed examples, to the following questions: 1) What are the different levels of acceptance or recognition of projects that can be considered as universal values able to explain the social acceptance concept? 2) Based on examples of project development processes provided by the countries, what are the key stages in which it is appropriate to focus action on information, consultation, and participation of the public to promote better social acceptance of a project? 3) What are the main quality criteria in the decision-making process for the development of road projects amenable to better social acceptance of these projects? 4) What are the main difficulties besetting decision-makers at the different stages in the process and what solutions can be adopted to alleviate them? 5) In view of the suggestions made by the C4 member countries: what type or types of organization can be implemented within the Administration in each of the phases and what are the main tools that can be associated with the different roles, particularly that of the project owner? What competencies/skills can be used during each phase in order to provide the right information (programming, economic aspects, designing, construction, architecture, sociology, environment, legal aspects, etc.)? |
