摘要: Risk is typically defined as the emergence of unwanted events. As the opposite, safety is the condition when the unwanted events do not appear, which means it is the absenee of risk. A lower level of risk must be achieved to enhance the level of safety. On the other hand, to be known that it is impossible to eliminate the existence of risk completely. The way humans continue to learn about failure is one of the efforts to improve safety. One of them is how humans evaluate the accident. From the point of view of the systemic model, the accident defines as the appearance of unusual dependencies of normal performance. This perspective shows that failure is a variance of the system itself. Variability in a system can be potentially useful or potentially harmful. How to monitor this potential variability is the key to developing a system including to improve its safety. The Functional Resonance Analysis Method, was introduced as a model that used the principle of a systemic model. This idea was updated in 2012 and presented as a method, not as a model. FRAM provides a way to describe a result of activities using the idea of resonance that appears from the variability of normal performance. As the collision accident is an unwanted event in ship sailing, this study tries to describe what variability of the function appears as an unexpected event (potentially harmful) that causes the accident. There are two aims of this research: the first one is identifying the functions of ship sailing to find the functions where the unexpected even of normal variability most frequently appear that may cause the ship collision accident and the second one is strengthening the normal variability of everyday performance of ship sailing to enhance the level of ship safety.
