It is just about a century ago that public bus transport began in India. After a few decades of spontaneous and sporadic operation by private entrepreneurs, regulation came through Motor Vehicles Act of 1939, which constituted Regional and State Transport Authorities. A large number of private vehicles were operating all over India. It was India's Independence in 1947 which recognised bus transport as an intrinsic part of the development process. The Road Transport Corporations Act imitated the government funded transport organisations. The purpose was to provide efficient, adequate, economical and properly coordinated transport services in keeping with business principles. By the 1990s, Government could not compensate for concessional travel, nor could it invest any more. There was decline in the financial health of State Transport Undertakings across the country. Nor was there any institutionalised process of revising fares in keeping with rising costs and entrenched obligations. The paper looks at future given the wave of privatisation of business in the economy. The need for comprehensive transport studies, use of technology, professionalisation of man agerial cadres are examined. |
