The purpose of this project is to examine the way in which states and Metropolitan Planning Organizations (MPOs) have responded to SAFETEA-LU requirements and to identify best practices in transportation planning, specifically in the areas of performance measures, environmental mitigation, long range transportation planning and fiscal constraint in long range transportation planning. This information can be used to assist transportation officials across the nation in improving their transportation planning processes and outcomes. The performance measures task can also help the Federal Highway Administration (FHWA) to propose new approaches to planning requirements to be included in the new transportation authorization legislation and to improve ongoing oversight and technical assistance processes. his work builds on previous work the Volpe National Transportation Systems Center (Volpe Center) has been conducting for FHWA under the Transportation Planning Capacity Building (TPCB) Program. One of the key objectives of TPCB are to gather and disseminate examples of effective transportation planning practices. The work also builds on support the Volpe Center has been providing to FHWA and the Federal Transit Administration (FTA) on oversight and certification and on the experience and expertise of the Volpe Center staff in the areas of environmental streamlining, stewardship and performance measurement. |
