The development of client-oriented winter road maintenance began in spring 1998. Road users were not satisfied with the level of winter maintenance based on national winter maintenance standards. The standards could not address specific needs of individual roads. The objective of client-oriented winter road maintenance is to improve service provided for road users through better timing and focused maintenance activities that are based on the needs of clients. The special terms of client-oriented maintenance were first included in bid solicitations for winter 1998-1999. Selection of road sections and definition of requirements were based on information from the customer-feedback system, from a survey of companies, and from the experience of road masters and site engineers. On the low-traffic road network, client-oriented maintenance requirements were used on roads where normal condition demands and cycle times were not adequate for commercial traffic. On main roads, requirements included "jubilee quality" maintenance for busy holiday traffic, and some road sections had extra demands for nonskid treatment beyond the standard. The client-oriented maintenance experience has been positive. Client satisfaction and traffic safety appear to have improved. The extra cost is small because most of the requirements can be fulfilled through better timing of maintenance activities. Opinions concerning the effects of client-oriented winter road maintenance largely are based on the experience and observations from the trial winter. More research work is needed so that effects can be better estimated. |
