The architecture of a congestion-management system (CMS) based on global positioning system-geographic information system (GPS-GIS) technology is presented. This CMS is applicable to a road network composed of freeways and principal arterials. The focus is on the CMS structure for controlled-access facilities, which compose the freeway component of the corridor network. The CMS is based on the use of GPS for route identification and traffic monitoring and on GIS for data storage, retrieval, and visualization. A method that allows aggregation of GPS data using highway segments not exceeding 0.32 km (0.2 mi) in length is implemented. Such a method results in considerable savings in data storage needs and provides consistency for analyzing a variety of traffic scenarios. Data collection procedures, data reduction procedures, and data reporting procedures are described. |
