摘要: The Clean Air Act Amendments of 1990 and the Energy Policy Act of 1992 called for the introduction of cleaner, alternative fuels into transportation fleet markets. Despite federal mandates for alternative-fuel vehicle (AFV) use and federal and state incentives, the growth in sales of AFVs and compressed natural gas vehicles (NGVs) has not matched expectations. Some of the reasons why AFVs in general and NGVs in particular have yet to gain a strong market presence are briefly reviewed. Insight into the potential role of clean air credits is offered. The use of clean air credits is one mechanism by which the environmental benefits of some AFVs can be quantified and used to push the economic equation in favor of NGV ownership. Applicable regulations, guidance, and programs are discussed, with examples of successful and unsuccessful attempts to apply open-market trading concepts to advance NGV use provided. Estimates of the potential value of credits in specific applications demonstrate the magnitude of improvement in the economics of NGVs that clean air credits offer. Key questions and practical constraints that states seeking to implement clean air credit programs encounter and needed regulatory clarifications are identified.
