摘要: Each year over 15 million commercial trucks log billions of miles (288 billion in 1992) on North American roadways passing through city, county, state, and even national borders. To comply with the regulatory requirements of the jurisdictions through which they travel, United States motor carriers pay over $17 billion in taxes annually. In addition to direct taxes and fees paid, such as vehicle registration taxes, fuel taxes, and permit fees for carrying special loads, regulatory requirements cost the motor carrier industry in terms of time and dollars spent to file the tremendous volume of paperwork necessary to operate legally. State regulatory agencies, faced with ever tightening budget and staffing levels, are also burdened by the paperwork volume associated with these requirements. The United States Department of Transportation's (USDOTs) National ITS Program Plan describes the national strategy for deploying advanced technologies and services into our transportation system. To emphasize the need-driven (rather than technology-driven) focus of the program, the plan centers around deployment of nearly two dozen user services.
