The Rhode Island Intelligent Transportation Systems/Commercial Vehicle Operations (ITS/CVO) Institutional Issues Study completed July 1996, substantiated the need for enhanced efficiency and safety in commercial transportation systems and regulation. The study examined the opportunities and potential barriers to using evolving information technologies to implement a seamless flow of data which could provide timely and accurate information across the spectrum of users. The Rhode Island ITS/CVO business planning process builds upon the previous effort through education and consensus development among Rhode Island motor carriers and the agencies responsible for highway operations and the regulation of commercial motor vehicles in the state. This effort identified the desired goals and objectives for ITS/CVO in Rhode Island; examined the current state of motor carrier enforcement and regulatory interactions; and, reviewed ongoing and planned ITS efforts in the state. These were used to highlight where there are potential shortfalls between the desired goals and objectives and the ITS programs in the state and to identify the necessary steps to realize the potential benefits of ITS/CVO. |
