On April 26, 2000, the National Marine Fisheries Service (NMFS) received a request from the Seattle District Army Corps of Engineers (COE) for Endangered Species Act (ESA) section 7 formal consultation for issuance of a COE permit (Consolidated Diking and Improvement District No. 1, permit No. 99-1535) for a bank stabilization project on the Columbia River near Longview, Washington. In that letter, the COE determined that the species listed in Table 1 may occur within the project area and may be adversely affected by the proposed action. The objective of this Biological Opinion (Opinion) is to determine whether the action to stabilize the bank, through the use of gabion baskets or cabled-concrete block mats along the Columbia River, is likely to jeopardize the continued existence of the species listed in Table 1 or destroy or adversely modify designated critical habitat. |
