摘要：	A demonstration of the use of decision analysis to address societal and institutional issues in an Intelligent Transportation System-based paratransit implementation was performed. A decision analysis technique called Multi-Organization Decision Analysis (MODA) was developed, and it is based on the Decision Risk Analysis process used widely in the private sector. Its objective is to facilitate consensus among the disparate public and private sector stakeholders in a decision process. The stakeholders are represented on a decision-making team, and they are supported by a team of analysts. MODA meetings are aided by facilitators. The process includes the development of a shared vision statement framing the problem, developing alternative solutions, analyzing the alternatives, and reaching a decision. Progression to the next step of the process does not occur until consensus is reached on the present step.
