This project involved several years of active research into the application of performance measurement to the multimodal transportation planning process. In two distinct phases, the project team conducted some 20 case studies and eight formal workshops to identify the extent to which public agencies and private transportation organizations have incorporated performance measurement into their planning decision making. The team reviewed an extensive amount of written material, extending beyond the transportation sector and beyond the normal perspective of governmental agencies as well. The team also took part in many discussions with practitioners across the United States and Canada to identify their interests, needs, and implementation experiences with application of performance measurement to their planning missions. This report includes a discussion of the project objectives and work plan, a summary of 10 case studies, a summary of four workshops conducted around the country, and identification of further research or product development suggested by the results. Appendix A contains detailed documentation of the case studies conducted during Phase II of the project. Appendix B provides a copy of the Phase I Draft Final Report which was originally delivered in August 1996. |
