This report documents and presents the results of a study designed to develop a prototype quality assurance (QA) program for highway maintenance. A comprehensive literature review on the topic of QA was performed in conjunction with a series of questionnaire surveys and on-site reviews of State and local highway agencies to determine the state of the practice in maintenance QA. Based on the findings of these tasks, a prototype QA program was developed that allows a maintenance agency to assess and improve the level of service (LOS) being provided to its customers, the traveling public. The prototype QA program entails maintenance quality assessments at the project, activity, and network levels through periodic, random LOS inspections of highway facilities. The program is flexible, such that it can be adopted by agencies of varying sizes and management styles, and it makes use of various modern quality principles, including customer input, routine training of employees, statistical applications, and continuous updating of the QA process. The prototype QA program is described and illustrated in a 2-volume Implementation Manual, which interested highway agencies can use in establishing a customized version of the QA program. |
