The Transportation Equity Act for the 21st Century (TEA-21), passed in June 1998, called on the Transportation Research Board "to conduct a study to determine the goals, purposes, research agenda and projects, administrative structure, and fiscal needs for a new strategic highway research program." The Committee for a Future Strategic Highway Research Program (F-SHRP) was formed to undertake this study. The results of the committee's work are documented in this report. Chapter 1 provides an introduction. Historical background on SHRP, a brief analysis of its success, and a summary of lessons learned from the program are provided in Chapter 2. A brief review of the results of the committee's study, including a general description of the overall proposed research program, its strategic vision and focus areas, and the four component research programs, is presented in Chapter 3. In Chapters 4 through 7 the component research programs (renewal, safety, reliability, and capacity) are described in more detail, including the challenges that must be addressed for each, a general outline of the research tasks, and other considerations for the effective conduct and implementation of the research. The administration and funding of the overall program are addressed in Chapter 8. Finally, the committee's recommendations are presented in Chapter 9. Appendix A lists committee meetings and outlines the outreach process. Appendix B presents the F-SHRP strategic focus areas and research topics as they developed throughout the study process. The committee's review of existing highway research programs with regard to the potential research topics identified in preparation for the June and October 2000 committee meetings is summarized in Appendix C. |
