| 摘要： | The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) was passed by Congress on December 18, 1991. In this paper, the provisions and congressional intent of ISTEA related to intermodal freight transportation are described. The implementation of ISTEA is discussed, and outcomes are compared with expectations. Finally, changes and additions to future federal surface transportation legislation and program implementation that affect intermodal freight transportation are suggested. |
