| 摘要： | This digest is the third product from Transit Cooperative Research Program (TCRP) Project J-08B, "New Paradigms for Local Public Transportation Organizations." The aim of the project is to inform and assist public transportation systems in the United States that are considering fundamental change to their organization. The digest was prepared as part of the third and final phase of this project. It addresses major dimensions of fundamental change; illustrates a few extraordinary, fundamental changes that are being pursued by transit organizations; and calls attention to immediate opportunities to support and sustain fundamental change in the U.S. transit industry. The contents are organized as follows: Background; Introduction; Principles That Have Guided Paradigm Shifts in Business and Industry; Dimensions of Fundamental Change; Charting the Change: WMATA - Washington, D.C.; Steps to Support the Emergence of a New Paradigm; Summary; and Appendix: Background on the New Paradigms Project. |
