This Implementation Guide accompanies TCRP Report 56, "Integrating School Bus and Public Transportation Services in Non-Urban Communities." As part of this study, it was felt that a handbook or "how to" guide would help interested organizations explore the coordination of public and student transportation services in their communities. The Guide is organized in four chapters and five appendices. Chapter 1 provides an introduction. Chapter 2 provides a three-phased, eight-step Work Plan that will help in deciding whether or not coordination is appropriate for a community and in taking action and moving forward with the new effort. This step-by-step Work Plan includes a "to do list" at the beginning of each step, as well as detailed discussions about issues that may arise for each step in the process. Chapter 3 discusses the initial and ongoing need for Public Participation in the effort, and actions that may be undertaken to ensure a comprehensive public participation process. Chapter 4 presents different types of Coordination Models, using examples from project case studies where appropriate. The models are categorized into three types of coordination (i.e., cooperative agreements, joint-use agreements, and integration) and will be useful in determining which types of coordination are possible and potentially applicable in the community. The appendices provide some useful tools and information. Appendix A provides a Survey Form that will help in developing profiles of the community transportation services (Step 4 of the Work Plan). Appendix B provides Survey Responses from the State Directors of Pupil Transportation who responded to questions regarding non-pupil use of publicly owned school buses. Appendix C provides a List of State Directors of Pupil Transportation. Appendix D provides Specifications for a Utility Bus, as developed by the California Department of Transportation. As noted in the study, this design incorporates school bus equipment standards and accommodates public transit vehicular requirements. Appendix E provides a Glossary of Terms. |
