This report highlights the activities and accomplishments of the Research and Technology (R&T) Program of the Federal Highway Administration (FHWA) during the fiscal year (FY) 1996 - October 1, 1995 through September 30, 1996. The first "R&T Highlights" report was published for FY 1993; this report for FY 1996 is the fourth such report. The information for this report was gathered through interviews with key FHWA officials and staff. The report describes the major R&T projects and programs and the progress made in FY 1996 in the following categories: intelligent transportation systems; pavements; structures; materials; highway policy, planning, and operations; environment; safety; and freight and motor carriers. Within each category, the projects are listed under "closing the gap", "pushing the envelope", and "making it last". "Closing the gap" includes projects that close the gap between the state of the art and the state of the practice -- between what we know in the laboratories and what is actually being implemented. Means of closing the gap include showcases, conferences, demonstrations, training, technology transfer activities, Internet and publications, and technical assistance. "Pushing the envelope" includes projects that represent new products, technologies, techniques, innovations, etc. Whether FHWA is closing the gap or pushing the envelope, the agency's goal is still to create quality, durable products, so the "making it last" sections of each category feature projects that are related to maintenance and extending service life. The report also briefly describes the management structure of the R&T Program. |
