| 摘要： | This document presents the Congestion Management/Intelligent Vehicle Highway System (IVHS) Program for the Birmingham, Alabama Planning Area which. Since it was designated as a non-attainment area, it has been allocated federal funding that must be implemented through a Congestion Management program. The IVHS planning procedure is designed a planning, development, alternatives analysis, program management, and public involvement. This document is presented in ten chapters. They include the following: 1) Congestion management program development; 2) Existing and future baseline conditions; 3) User services plan; 4) System architecture plan; 5) Macro-level screening of alternatives; 6) Detailed screening of alternatives; 7) Implementation issues; 8) Environmental review/cost effectiveness and comparison; 9) Performance monitoring plan; and, 10) Preliminary operations plan. |
