摘要: The Federal Highway Administration (FHWA) is currently testing and evaluating Intelligent Transportation Systems (ITS) technologies to enhance the safety and efficiency of interstate and intrastate commercial vehicle operations. The current focus is on creating transparent borders for interstate commercial vehicles and improving the safety of commercial vehicle operations (CVO).In support of this effort, there exists a requirement for a national CVO system that can perform numerous user services, including Automated Roadside Safety Inspections, Roadside Clearance, Onboard Safety Monitoring, Incident Management, and the Credential and Tax Administrative Process. The Safety and Fitness Electronic Records (SAFER) System is planned as a component of ITS. One of its primary functions is to increase the efficiency and effectiveness of the inspection process at the roadside. The SAFER System will provide carrier safety historical information to fixed and mobile roadside inspection stations. This will allow roadside inspectors and other potential government and private users to focus their efforts on high-risk areas, i.e. selecting vehicles and/or drivers for inspection based on the number of prior carrier inspections and its safety history. As a result, inspection resources would be directed at drivers and vehicles associated with carriers with few prior inspections or poor safety records, while minimizing time spent inspecting carriers with many prior inspections and good safety histories. This will improve the overall cost effectiveness of the inspection process as well as provide an incentive to safe carriers.
