摘要: A study was conducted of the availability and need for truck parking at public rest areas and private truck stops along the Interstate highway system. The goal of the study was to assess the supply, utilization, parking statutes and practices, and demand related to rest area parking at the state and national levels and, based on the findings of that analysis, to identify policies and programs to meet commercial truck drivers' rest needs. An extensive database of truck parking activities at rest areas located along Interstates across the entire country was developed. This study relied on three general methods of data collection, resulting in five sources: an inventory of parking capacity and restrictions at public rest areas nationwide; direct observation of the actual usage of truck parking at rest areas along a medium-density trucking corridor; and three surveys - an in-person survey of truck drivers, a nationwide mail survey of motor carriers, and a mail survey of truck stop operators. The data were collected between October 1993 and January 1994. Two quantitative models were developed to analyze the data collected. The first was an econometrically-derived Capacity Utilization Model, designed to identify those factors affecting rest area utilization by trucks. The second, a Demand Model, was a mathematical model designed to estimate the total demand for truck parking spaces at public rest areas nationwide. The results of the quantitative analyses were then used to develop policy recommendations for the Federal Highway Administration and a guidebook designed to inform state DOT executives of this research process and how it can be applied at the state level. This volume contains the study's executive summary, final report, and Appendix A - Empirical Results. Appendices B and C are published in separate volumes.
