In many intelligent transportation systems (ITS) implementations, the telecommunications solution was arrived at without the kind of rigorous examination that would have accompanied similarly significant and complex technical/business choices. The purpose of this document is to present several of the best techniques which can be used to explore telecommunications alternatives, and to determine which one or ones are acceptable, and possibly optimal, for a specific agency and program. The document begins by focusing on performing an effective needs assessment before selecting a telecommunications solution. Three elements in the needs assessment phase are addressed: requirements analysis, the use of a state or regional ITS architecture in defining telecommunications needs, and development of a telecommunications architecture. The second section of the document addresses several of the key technical issues, which arise in selecting telecommunications solutions. These include: distributed vs. centralized, outsourcing vs. staffing, lease vs. own, technical alternatives, and competitive access providers. |
