This Study, initiated at the request of the FHWA, evaluates the E- ZPass policy and implementation experience and the inception of the Inter Agency Group for the New York State Thruway Authority. Original short and long term policy goals, marketing objectives and anticipated costs and benefits for E-ZPass implementation were reviewed. In addition, the FHWA requested that the analysis provide a description of lessons learned for use by other toll authorities in their implementation efforts. Because there is little quantitative data available prior to or during the implementation phase of E-ZPass on the Thruway, much of the analysis is qualitative and narrative. |
