Three operating prototype Automatic Truck Rollover Warning Systems (ATRWS) installed on the Capital Beltway in Maryland and Virginia were evaluated for 3 years. The general objectives of this evaluation were to assess how the ATRWS performed and to determine its cost-effectiveness. More specifically, the requirements of this project were to: (1) Evaluate the performance and maintenance requirements of the system components; (2) Evaluate the effect of the ATRWS on speed reduction of detected trucks traveling at or near their rollover speed or maximum safe speed; (3) Evaluate any improvements in safety resulting from the systems; and (4) Prepare appropriate user and maintenance manuals, and update the design and specifications. The project also called for system maintenance and operational support to the two States and periodic calibration of the system components. The following tasks were followed to accomplish the evaluation objectives: (1) Task A System Evaluation Plan; (2) Task B Calibration Tests - Weight, Speed, Classification, and Fiber-Optic Sign Activation Analysis; (3) Task C Provide System Maintenance - Design Plans vs. As-Built, and Operational Maintenance; and (4) Task D System Evaluation - Speed Reduction Analysis. |
