The State of New York received a grant from the I-95 Corridor Coalition to develop a proof-of-concept for an electronic credentialing system for the motor carrier industry. When fully developed, the system, which is a web-based solution, will enable motor carriers to apply, pay for, and receive the following credentials necessary for interstate operations in New York: (1) International Registration Plan (IRP); (2) International Fuel Tax (IFTA); (3) Single State Registration System (SSRS); (4) Highway Use Tax (HUT). The proposed system, the One Stop Credentialing and Registration System (OSCAR), will function as a core system for the development and deployment of CVISN in New York. Science Applications International Corporation, through a contract with the Joint Program Office of the Federal Highway Administration, was selected to evaluate New Yorks project. As part of the evaluation effort, SAIC provided technical assistance to the State of New York and the New York Motor Truck Association to conduct a baseline survey of the motor carrier industry. The purpose of the survey was to obtain industry perceptions of and needs that would be addressed by the development and deployment of an electronic credentialing system. |
