| 摘要： | This document describes a two-phase procedure for the introduction and integration of a new user service into the National ITS Architecture. Phase one of the procedure involves stakeholders' efforts to address their transportation system needs, formalize these needs in an acceptable user service, and secure acceptance for integration into the National ITS Architecture. Phase two involves the ITS Joint Program Office's (JPO's) actions to integrate the user service into the National ITS Architecture, coordinate its activities with the stakeholders, and ensure that the final product has stakeholder consensus and support. |
