The Delaware Department of Transportation is transforming the very way it thinks about, plans for and implements transportation services. The old transportation paradigm focused solely on building more roads to alleviate congestion. The new paradigm recognizes the complexity of transportation problems. The shift means the Department is doing business very differently than it did a decade ago. The Department has moved from being predominately a highway department to being a complete transportation agency. While it still constructs and maintains roads as one of its core operations, it is now truly a multimodal agency. The Department provides transportation options to address transit, bicycle, pedestrian and freight needs in addition to the automobile. Delaware is at the leading edge of a national trend in which transportation programs are broadened to be a tool for: supporting the growth and development goals of the state; encouraging good land use practices ensuring that communities are livable; nurturing new economic developments through strategic investments; and providing mobility options aimed at reducing congestion, preserving natural resources and improving air quality. |
