This paper presents a conceptual plan to evaluate a bus priority system. An overview of bus priority systems is presented and it is followed by the introduction to the "Best Bus" project. The Best Bus project addresses the transportation need of the NY Route 5 corridor linking the cities of Albany and Schenectady. The Best Bus project proposes signal coordination for the traffic signals on Route 5 and includes a bus priority system as part of an advanced communication system to be purchased by the local transit agency. The conceptual plan developed here for the evaluation of a bus priority system emphasizes that evaluation be included as an on-going feedback mechanism that leads to improvements and greater efficiency. The evaluation plan developed is applied to the Best Bus project in a limited manner. Nevertheless, some issues and concerns about evaluation and data collection are highlighted. Recommendations for future research include developing general conceptual models for evaluations, and reporting on evaluations. |
