Aging freeways in urban areas across the country are requiring extensive maintenance activities. Many of these freeways have high average daily traffic and maintenance work zones create significant problems. There are three problems that are encountered in the planning and operation of work zone activities: (1) optimum time to perform the work; (2) measures to take to warn the public; and (3) alternative means to protect the highway workers from errant motorists. By utilizing road type categories and restricting delay to 30 minutes or less, optimum time for lane restrictions can be determined. The use of advanced signal and media notifications are measured that are used to warn the public of lane restrictions. Traffic control plan approval prior to the implementation of lane restrictions and police presence at work zones are used to protect the workers in a work zone. However, the problems may be compounded if concurrent lane closures on nearby freeway section are allowed. A survey was conducted and the responses, along with a literature review, has identified various components that are effective for developing a procedure to coordinate scheduled work zones. The components identified are: permitting process, public notification, and work zone safety. The guidelines and components were utilized to develop a procedure for the Illinois Department of Transportation. |
