In today's economy the costs to build a new freeway rather than manage an existing one are considerably more. The main purpose of a major incident management plan is to improve response time to major freeway incidents in order to minimize disruptions in traffic flow. An increase in the efficiency of incident management reduces the need for additional highway capacity in order to accommodate accident-related traffic congestion. Congestion that is caused by major accidents causes lanes and entire highways to be shut down for many hours to be cleared. It is essential for coordination, cooperation and communication between traffic management agencies and emergency response units to establish a clear understanding of the role each agency will play in clearing major incidents in order to identify the appropriate response and implement the plan quickly and efficiently. The objective of this study was to determine what should be contained in a major incident management plan. The study examined existing incident management plans and communicated with transportation professionals and law enforcement personnel that deal with incident management. A survey was also used to determine the current state of incident management around the country. It was then possible to establish a set of guidelines to create or improve on an existing incident management plan. The guidelines were applied to a large metropolitan area that did not currently have a formal written plan in place. The plan created contained numerous sections containing contact lists, emergency equipment lists, detour routes, and an incident management scheme. |
