摘要: With the hundreds of thousands of highway-railroad grade crossings in the United States, it is impossible, both from a standpoint of funds and practicality, to enforce violation laws with traditional methods. Several techniques which utilize state-of-the-art technology have been developed to solve this problem. These enhancements to highway-railroad grade crossings could be used at locations with the largest traffic and train volumes. Automated enforcement is one of these enhancements that could prove to be extremely valuable. Automated enforcement typically consists of detection equipment and cameras to capture images of drivers violating the law. The primary objectives of this paper were to evaluate the use of automated enforcement at railroad crossings already in place in the United States, including the observed results in both safety and public acceptance; examine the automated enforcement products, such as sensors and cameras, now available, including their cost and capabilities; identify the concerns of railroad companies in regard to automated enforcement; apply the principles and data gathered to develop a procedure for installing an automated enforcement system; and formulate an automated enforcement system for a highway-railroad grade crossing in College Station, Texas. These objectives were accomplished by performing a literature review on the issues involved with accidents and violations at highway-railroad grade crossings. In addition, telephone conversations were conducted with officials involved with automated enforcement programs in the United States. Based on the research, the following six guidelines were formulated to follow in the implementation of an automated enforcement program: review applications in the U.S.; establish good relations with the public; purchase equipment; install system; execute trial runs; and evaluate and modify. All officials who were contacted for this report expressed confidence that automated enforcement could become an extremely valuable tool in the future of law enforcement. However, in comparison with other transportation technologies and advances, automated enforcement is still relatively new. It was concluded that additional research and study are needed to identify problems and their corresponding answers concerning this technology.
