This report considers the application of intelligent transportation systems (ITS) technologies for problems associated with the transport of hazardous materials. For the most part, previous research linking ITS technologies and hazardous materials transport has focused mainly on integrating these technologies into commercial vehicle operations (CVO). This report takes a different approach by focusing on local institutions and processes that are involved in preparing for and responding to hazardous materials incidents. The objective of this approach is to inform decision makers about the utility of ITS technologies in the local environment, rather than limiting them to the transport vehicle itself. This report reveals that the focus on the vehicle ignores important considerations and potential applications for ITS technology at the local level regarding the potential impact of hazardous materials through Texas communities. Three case studies were developed in an effort to understand the processes communities take prior to and in the event of a hazardous material spill. The cities chosen were El Paso, College Station, and Sonora, which represent three different population sizes - large, medium, and small, respectively. |
