The Inter-Tribal Council of Arizona (ITCA), established in the 1950s, is an association of 19 of the 21 tribes in Arizona. Membership consists of the highest elected officials from each tribe. ITCA's corporate arm includes approximately 50 professionals and paraprofessionals, who assist the tribes with program development in the fields of health care, the environment, human services, and, most recently, housing and transportation. In this conference presentation, ITCA identifies and discusses the greatest challenge that small- and medium-sized tribes face: tribal capacity. Also discussed are the efforts of the Transportation Working Group, established by ITCA in 1998 to provide a forum for the tribes to address mutual transportation issues. |
