摘要: The unique status of Native American tribes as sovereign nations within the United States has required the New Mexico State Highway and Transportation Department (NMSHTD) to reexamine and develop new long-range and short-range planning policies and processes. This conference presentation discusses the approach used by the NMSHTD in developing a framework from which to develop policies and processes to allow for meaningful involvement with the Native American governments. This approach led to a Tribal/State Summit that was held October 14-15, 1999, in Santa Fe, New Mexico. The Summit sought to foster improved Native American government participation in the short-range and long-range planning for transportation infrastructure. Furthermore, the Summit was designed to set forth a framework within which policies and processes could be developed that could ensure better coordination between tribal governments, the state, and federal agencies.
