Crash statistics tell us that young novice drivers are immature and reckless, and that novices at any age are inexperienced. The highway system is complex and takes notable skill to negotiate safely on a continuous basis. Novice drivers are generally at a great disadvantage when they attempt to drive and interact in the system. This is quite understandable as they often have few driving skills and are still learning to perform safely and efficiently. There is no single solution to this problem, but there are several approaches that can definitely help. Graduated driver licensing systems have proven crash reduction potential. A driver training and education program appropriately designed for novices and part of a graduated licensing system has the potential to enhance the crash reduction of the licensing system. The issue facing driver training and education, is how to develop programs that will reduce the crashes of novice drivers and improve driving efficiency within the transportation system of today and the future. These programs will have to address both mobility and safety. |
