Since 1944, the Transportation Research Board's Committee on Highway Capacity and Quality of Service has been responsible for providing guidance to transportation engineers interested in estimating capacity. More recently, this Committee has also provided important guidance in methods for estimating the quality of service on transportation facilities. Future advancements in the understanding and application of capacity and quality of service techniques are likely to benefit from an awareness of the people, events, and thought processes that have shaped the "Highway Capacity Manual" as it now appears. The purpose of the paper is to provide an historical overview of the development of the "Highway Capacity Manual," with particular emphasis on the people personalities, events, and observations that have most influenced the evolutionary process that has led to the Year 2000 "Highway Capacity Manual.". |
