Chapter 3 contains the keynote presentations made during the conference that present a broad overview of the primary issues to be addressed in the 21st century. Neil Pedersen, Maryland State Highway Administration and Chair of the TRB Committee on Statewide Multimodal Transportation Planning, presented the views of the practitioners in the field based on a series of peer reviews sponsored by his committee. Gloria Jeff, Deputy Administrator for the Federal Highway Administration, presented her Top 10 issues for statewide planning for the 21st century. Her perspective was a personal reflection based on years of working at the state level and, now, for the recent years viewing transportation from the broad federal level. Clyde J. Hart, Administrator of the Federal Maritime Commission, presented some challenges to the state planning community regarding the consideration of maritime issues in statewide planning. Chapter 3 also includes an informal panel discussion, where three chief executive officers of state departments of transportation commented on several statewide planning issues from their states' viewpoint. Following all the keynote presentations, there was an opportunity for the speakers to engage the audience in a discussion of their presentations. A summary of that discussion is also presented at the end of this chapter. |
