This paper reports upon two major travel surveys being conducted in Australia and shows some of the common themes emerging in the design and conduct of the two surveys. At the same time, it highlights some of the differences between the surveys and gives reasons for some of these differences. In doing so, it demonstrates that the political and organizational climate in which surveys are conducted can be a determining factor in the final design. The two surveys under consideration are the Victorian Activity & Travel Survey (VATS), which is being conducted by the Transport Research Centre at RMIT University in Melbourne, and the Household Travel Survey (HTS) being conducted for the Transport Data Centre within the New South Wales Department of Transport in Sydney. This paper first describes the historical background to the conduct of the current surveys, insofar as it affects the design and conduct of these surveys. Secondly, the organizational and funding framework is described, since this has been observed to significantly affect the design and conduct of the surveys. Thirdly, the major features of the two surveys are described. From these descriptions, the common features are identified and reasons given for why these features emerged in both surveys. Next, the features of each survey that are different are highlighted and reasons given for why each survey has decided upon its specific course of action. Finally, implications for the future design and conduct of travel surveys in Australia and elsewhere are drawn from the discussion. |
