The spirit of Simultaneous Vehicle Infrastructure Design (SVID) calls for communication between the highway community and the community of designers and users of trucks. This paper reviews the current state of cooperative efforts, concluding that the absence of trucking involvement in cooperative endeavors is understandable when we remember that everyone from the truck manufacturers to the operators are in direct competition with each other. Occasionally they come together to solve problems of common concern, with industry groups, such as the Society of Automotive Engineers and the Truck Manufacturers Association, bridging the gap to assist with competition-related issues. The paper then examines the following areas for cooperation among the highway and trucking communities: pavement and bridge life; intersection geometry; vision and sight distance; and noise control. The paper concludes that the vision of building collaborative arrangements under SVID must find solutions to the impediments of a highly competitive trucking community, a diverse trucking community that addresses a broad range of transport missions, and a lack of incentives that are meaningful to the trucking community. For SVID to succeed it will be necessary to carefully analyze and consider the motivations of trucking interests and to seek ways to offer advantages that will improve competitiveness. |
