| 摘要： | Operations and maintenance of Intelligent Transportation System (ITS) projects was recognized as a major problem facing public agencies several years ago. As a result, there have been surveys, studies, white papers, seminars, and workshops devoted to this issue. This paper briefly summarizes these past efforts devoted to a better understanding of the problem and then discusses the primary issues that public agencies need to address in order to adequately operate and maintain Integrated Transportation Management Systems (ITMS). These issues are organized into four broad categories: implementation, staffing and training, institutional, and funding. |
