This article discusses the success achieved by the Arkansas State Highway and Transportation Department, through its Interstate Rehabilitation Program, in completing the rehabilitation of 380 miles of State highways in 5 years by use of innovative financing and with the full support and backing of state voters. The focus is on the goals and design of the Program itself, the creative funding methods it has employed, public communications efforts, several well-researched highway rehabilitation and maintenance methods, and lessons learned that other states might follow. |
