Even though cleaner cars and fuels have helped reduce emissions, states and communities still face difficult clean air challenges, especially in light of tough new air quality standards. A multiyear Public Information Initiative on Transportation and Air Quality, jointly funded by the Environmental Protection Agency (EPA) and the Department of Transportation (DOT), is testing public awareness campaign messages, creative products and procedures, and evaluation measures in three pilot communities: Dover, Delaware; Milwaukee, Wisconsin; and San Francisco, California. The federal agencies developed video, audio, and print public service announcements (PSAs), which were distributed to the pilot sites who got them placed on television and radio and in newspapers and magazines. Sites also received a resource kit with materials, including a sample press release, sample media advisory, fact sheet, "10 Simple Steps to Improving Air Quality" flyer, community news article, "op-ed" article, and sample print and broadcast PSA pitch letters that encourage people to maintain their cars, link their automobile trips, and use alternative modes of transportation. In addition, pilot sites were given technical assistance and limited funding for local public outreach initiatives. This winter, DOT and EPA expect to release the results of an evaluation of the three pilot studies. Then, 1999 demonstration communities will be chosen based on a number of criteria, including their ability to sustain transportation choices that lead to congestion mitigation and improved air quality over the long term. |
