The August 1996 welfare-reform legislation shifted the focus from providing training to moving people into the work force. However, adequate transportation can be a formidable barrier for many reasons, not the least of which are cost and availability. Public transit, which is available mostly in the major urban areas, is only a marginal solution to the transportation problems of the working poor. Two-thirds of the new jobs being created by today's healthy economy are located in the suburbs, but three-fourths of welfare recipients reside in either the inner city or rural areas. The Federal Highway Administration (FHWA) and the Federal Transit Administration are exploring opportunities to address the accessibility issues faced by welfare recipients and the community as a whole. In addition, FHWA is making an effort to recruit and hire welfare recipients for appropriate entry-level jobs. So far, more than 20 former welfare recipients have been hired. |
