For 2 weeks in late October 1996, an American scanning team visited Australia and New Zealand to review the road safety audit process used in those countries to identify potentially dangerous features of the highway operating environment. The scanning team repeatedly heard much about the relationship of roadway safety audits and quality improvement initiatives. In both Australia and New Zealand, safety audits were regarded as essential parts of a good design process, and the cost of performing the audit was seen as an extremely minimal expense in comparison to the benefits received. The team concluded that road safety audits hold promise for maximizing the safety of roadway design and operations and should, as a minimum, be piloted in the United States. |
